Provides a synthesis of total quality management literature by
identifying eight critical factors and supporting performance measures
of total quality management in a manufacturing environment. Develops the
factors and measurements using data from available literature. Contends
that the approach to priorities taken in implementation of these factors
can lead to a net long-term benefit to an organization. Moreover, when a
capability is developed as the cornerstone, it is more lasting than if
it were developed at the expense of other capabilities. Indeed, some
factors may provide benefit to an organization even when no direct
attention is given to it.
